If you watch the video there was a point in time when the officer should have let go and he might have been fine.
Officers could have let go when the stopped resisting and allowed the officers to handcuff him.
You subdue til you handcuff/put on restraints, otherwise to ‘let go’ is to allow the criminal to re-attack and the whole things starts over.
