Good question. But I would think it is MUCH lower than for post graduate whites. Probably below 1%.

Exactly. Show the public the application process. Show the public the testing procedures. Show the public the number of ALL applicants. Show the public those rejected and why.
If I had to bet, I would bet the number of applicants is low.
