Coming up with real solutions is not that difficult. Overcoming the label of racist oppressor that accompanies any effort to enforce the solutions is the hard part!
Really good point. The key is to bring good jobs back to the inner cities. Light industry, heavy industry. When folks have good jobs, they gain a sense of pride in themselves and their community. They begin to self-regulate their behavior.
It amazes me that no one in power talks about this, or cares about this.
