First, we can accurately and reliably define what the overall, world wide "Ideal" temperature might be. Then it must be determined if we are getting closer to, or further from, that "Ideal" temperature.

Until those two quests are satisfied, any efforts to change the current situation is just peeing into the wind.

And just who is going to make that determination and by using what criteria?

Our wagon is way ahead of the horse.
