Well, with all the hacking, viruses and networked confidential information corporations are dealing with now US citizenship and positive background checks are practically mandatory for decent paying IT jobs
The problem is that the entry paths to them have been largely cut off due to the proliferation of guest worker fraud.


The Help Desk and code monkeys might still be in India though.
...only due to them being trained during their time as a guest worker in the US. Ironically, they have less experience/skill but get trained like US citizens once did.
