SSI, Supplemental Security Income, is funded from the General Revenue Fund (the Federal budger) not Social Security. It's a "needs based" program. So, basically, it's welfare.

At a cost of $54 billion in fiscal year 2013 8.4 million people collected SSI benefits (Dec 2013). The SSA administers the program.
