Because torture has a legal definition and engaging in it is a federal crime. Many Democrats want Holder to bring prosecutions against the CIA interrogators and have them thrown in prison.
That's so what. It's not a word that should be tossed around lightly and I'm glad to see the Senate report doesn't.
