They determine funding, but ask me when they ever bothered really opposing what the POTUS does with the military.

Congress decides the size and scope of the military.

But Reid keeps anything he doesn't like from being voted on, and there's always the veto pen. In practice, under this administration and to a degree never seen before in this country, Congress decides very little.
