Chief of Staff is a bitch position. And a token thrown to the Germans to gains some 'trust' back.
Another reason would be the limited choices available to do this. Part of is the location, Europe. It makes sense to put the German there so he can quickly interact with his home turf and such.

I agree being in Europe we need liaison, but they made a point about this being “Chief of Staff” and “first non-American” to do so.
