I know that these people are coming from a poor country; but, really, they don't recognize a toilet?
That was my first thought, too-the second was maybe there was no quarter moon painted or stenciled on the door of the bathroom...
To them a toilet is a wide space where they can squat down. The idea of fouling clean water with human waste upsets them.
I used to work in a ship yard that employed many folks from hither and yon that would throw their used toilet paper on the floor. I was told that they were not used to properly working plumbing. I always called BS on that by asking: and how long have they been working here? It was flat-out disgusting.
