He is mocking all that know he is number one at breaking the law.

This is exactly what we are complaining about. The Crony Capitalism of Command and Control Economies that reward supporters and punish enemies. The capability of picking winners and losers through taxation and regulation divides with mistrust and lack of confidence that laws will be equally applied. Thus the end of the world as we know it.
