The rule from the Office of Personnel Management would let these federal workers sign up for coverage under the Federal Employees Health Benefits Program, and also allow some of them to enjoy a government contribution to their insurance premiums. Both steps would be done through OPMs proposed regulation, and not through an act of Congress. All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives.
I miss the rule of law.

I see our bureaucratic overlords have found another way to empty our pockets.
Obama is only half the problem, the other half is the beast the he feeds. Most of congress is not one whit better. They are all more afraid of the beast than they are of the voters.
