I doubt they need that much money. What they need is to get rid of the union. A union whose contract ties the hands of management from getting the work done.
I have followed the VA for forty years as a medical student, consulting physician, funded researcher, and as a citizen.
I can tell you that the problems at the VA go far, far beyond unionization of the employees.
