The author confuses “Republican Party” with “conservatives.” There is a very small conservative contingent in Washington, D.C. This doesn’t change even if the Republican Party controls the White House and both Houses of Congress.

I'm going to disagree, DC is the most conservative place in the country… if you're going with the definition of keeping things the way they are: they have no intention of battling corruption and altering the in-place power structures.
