Francis J. DeGregory was a World War II Army veteran who served in the Battle of the Bulge. He died in 2008 and is interred at Fort Rosecrans National Cemetery.
Dara Welty was an aspiring opera singer and La Jolla native who died of a blood clot during a visit to Bolivia in 1998, at 22.
Both went on to vote repeatedly in San Diego County elections, records show. They remain registered to vote to this day, DeGregory as a Republican and Welty as a Democrat.
Amid a national debate about whether states should pass new laws to curb voter fraud, U-T Watchdog found their cases in a review of county elections data.

This is nothing. In good old Hudson County NJ, where I hail from the dead voted ‘’early and often’’. Five, six times or more. Nothing to it.
Just voting because Americans won’t.

Several precincts would hold back their ballot boxes until they knew how many votes were needed to win.
Cards of the people who didn't show up to vote would be pulled - an ice pick would be put over the chad spot - a hammer would hit the ice pick - and 50 ‘chads’ would drop out. That would be repeated until the correct number of votes needed to win were ‘voted’.
“The dead” were NEVER voted on purpose - that would take massive effort... the 'dead vote' is a by-product of this type of fraud - (BECAUSE the dead never show up to vote) - their cards would be mixed in with the 'didn't show up to vote' cards pulled..
The good thing about ‘the dead vote’ is it shows the extend of voter fraud for that race. In the ‘old days’ one of the ways to spot who was doing fraud was to look for the precincts that got their ballot boxes last.
I'm sure it's basically being done the same today... but I don't know how with the paperless system.
Also in the ‘old days’ voter fraud was traditionally done in black precincts.
This is why they are fighting so hard to shoot down voter ID. This is also how they elected Barack Obama I suspect.
Positive ID at the polls in EVERY STATE would go a long way in preventing the dead from voting.
