While I agree with the author on the WOD, his ignorance on the subject of warfare is astounding:

Besides, once you recognize the eternal applicability of the law of unintended consequences, you realize that war doesn’t solve intractable problems any easier than other big government programs do.

Warfare, when properly prosecuted can solve MANY problems. Last I checked we don't have Nazi's burning Jews anymore.

Killing a people until unconditional surrender works for a lot of problems.

True, it works rather well when the problem is them directly and intentionally visiting lethal violence on another people. It works poorly if at all when the problem is a subset of them selling to a subset of another people something that subset wants very much to buy; in such cases, the consequences are largely if not exclusively of the unintended variety.
