The law, which was never enacted, would have repealed an earlier law that made Russian and official language along side Ukrainian. It had nothing to do with banning anyone from speaking Russian. You appear determined to lie the facts.

So now you admit I was partially right. It banned Russian from government documents. So how could they declare legal war ? If one decides to rebel against the state of California cause they banned English from government documents, would have a hard time declaring legal war on California myself. And BTW - Kalifornia just banned the words husband and wife from government documents.
