Bulls**t. Military chaff looks nothing like that. In fact, chaff dispenses in a CLOUD of small, thin wires (with each cut so as to reflect a different wavelength of radar). Anyone with a basic knowledge of physics can tell you that a piece of metal the size of the "chaff" in that video couldn't reflect the wavelengths necessary to jam a radar-guided missile. For example, this is actual chaff:
