Soccer Balls, Sanctimony and A Billion Dollar Group Called “Baptist Child and Family Services”…

A few days ago we posted some details, and a large dose of opinion, about the latest misguided efforts of Glenn Beck’s “Bold and Sanctimonious Tour” – and a strange thing happened…. few, if any, thought our critical outline was controversial.

It would appear the Patriotic U.S. Sleeping Giant is awake, at least on this issue.

What follows below is a little more depth on the issue of “Faith Based” organizations and those receiving federal grants to facilitate illegal immigration.

We have received numerous requests to turn the eye of research into exactly what these organizations are. Specifically, one group that is continually in the media stories when they describe “faith based” organizations and subsequent assistance to illegal aliens, or unaccompanied alien children, Baptist Child and Family Services or BCFS.

“Faith Based Organizations“. Has a nice charitable ring to it, no? At least on the surface it’s a great sounding catch phrase. Such descriptivism gives the reader or listener the impression of “charity” in some form. At the very least, as Mr. Teddy Bears and Soccer Balls -Glenn Beck- has recently been espousing, they would seem quite, well, charitable.

Alas, not so fast.

Allow us to introduce to you Mr. Kevin Dinnin.

He’s the paid President and CEO of Baptist Child and Family Services Emergency Management Division (BCFS-EMD). We found him by backtracking the name of the principal officer posted on their 2012 tax filings.

Paid at an annual salary of $477,799+ I might add.

Not a bad gig for himself and rest of the BCFS-EMD leadership and staff who pulled in, and paid $33,000,000 in wages for 2012.

Yes, that is THIRTY THREE MILLION. In payroll.

You see, BCFS is two entities. You have BCFS and BCFS-EMD.

BCFS Health and Human Services’ Emergency Management Division (BCFS EMD) is a non-profit partner of federal, state and local government and private industry. Our organization specializes in emergency management, incident management, disaster response, public health and medical emergency response, mass care, medical sheltering and planning for vulnerable populations. Call me crazy but I thought that’s what FEMA was for….. oh well, I digress.

Now, at this point I’d usually link to a bunch of internal publically available information about BCFS-EMD so you could cruise around and dig in for your own analytical curiosity. However, a strange thing happened while assembling this research; the site closed down many of the page functions during my assembly….. presto: “ACCESS DENIED” !

I’ll have to leave it up to you why they did this. But I can assure you the change in sunlight protocol occurred between the hours of noon on Wednesday 7/16/14 and 11:30pm that same day. How do I know? Because for the past two days I’ve been mining data on this organization – and the “Access Denied” only occurred after I had already been assembling the cast of characters and tracking down their tax filings.

For some reason over the past 48 hours “sunlight” has become antithetical to BCFS-EMD, or at least their “Leadership“. I digress, again…..

(maybe, just maybe, they’re updating? /sarc)

Baptist Child and Family Services, along with Baptist Child and Family Services-Emergency Management Division, are actually the recipients of the Department of Homeland Security and Dept. of Health and Human Services grant money.

How much money you might ask?

Well, lets just say a single grant this month was for $190,707,505.00

THAT’s a single grant.

One grant for:

One Hundred Ninety Million, Seven Hundred Seven Thousand, Five Hundred Five Dollars. $190,707,505.00

And there’s more than a few MORE:

And yes as you scroll to the bottom you’ll note that we are only half-way through the year and this entity has received over a QUARTER BILLION dollars. OK, now you’re beginning to get the picture.

Taxpayer dollars.

I’m thinking BCFS can afford a few soccer balls, no?

So what in the world can a “faith based charity group” be spending all of that taxpayer money on ?…. and how big is this “charity” if the federal government portion therein is funding it to the tune of THAT MUCH money ?

Well, apparently, other than “Federal Grant Work”, not much.

In 2012 they pulled in $67,325,953.00 and $63,321,669 of taxpayer funds through DHS and HHS grants/contracts. That’s around 94% of their entire operational “charity revenue” from taxpayers.

“Baptist Child and Family Services” eh?

Now that CEO Mr. Kevin Dinnin has tripled his “charities” business with the federal government I’m pretty sure he’s making more than the $477,799.00 he was making in 2012.

Consider this Press Release:

BCFS, a global health and human services organization headquartered in Texas, today announced the expansion of its International Children’s Services program to serve unaccompanied foreign youth throughout the country. The new offices, located in New York, NY; Miami, FL; Houston, TX; Dallas, TX; Sacramento-area, CA; and Los Angeles-area, CA, will serve as regional hubs for BCFS’ new family support and evaluation programs.

BCFS will lead these programs as part of the U.S. Department of Health and Human Services – Office of Refugee Resettlement (ORR) strategic plan to provide safe and stable homes for international youth who are granted permission to stay with family or sponsors already living in the country.

“We are excited to expand our successful International Children’s Services program nationwide. Under the care and leadership of our new national and regional directors, countless children and families will receive the support they need to start their new lives off right,” said Asennet Segura, BCFS Executive Director – Residential Services Division. “As BCFS works toward meeting this mission, we look forward to forging new friendships and partnerships throughout these new regions.”

The Press Release goes on to note the hiring of: ♦ Celeste Garcia, National Program Director (based in San Antonio), ♦ Alexandra Peralta, Regional Director – Eastern U.S. (based in Miami), ♦ Kelsey Lebrun Keswani, Regional Director – Western U.S. (based in Los Angeles-area), and♦ Michelle Fuentes, Regional Director – Central U.S. (based in Houston-area), along with a brief summary of their skillset.

Those rail cars might as well be loaded with gold.

Final thoughts: It is important to remember this information is only for one of the “faith based organizations” you have heard about recently. There are many others who are in the same operational business model as Baptist Child and Family Services. For the sake of this outline we stopped with what appears to be the newest and the one everyone was inquiring about.

However, given the scope of the expenditures, you might be interested to know that, again according to tax filing records, the United States Catholic Bishops also received $69.5 million in HHS grants for 2012 (LINK). Yes, that’s $69,500,000+ in grants. And yes, that’s about 98% of the total charity revenue for the organization. And yes, that’s for the exact same type of activity.

Federal Charity courtesy of the U.S. Taxpayer. Is it really “charity” when the federal government is using the IRS to collect the “offering”?

Hey Glenn, about those soccer balls…..

Investigators from the FBI, the state AG's office, the Weslaco govt, the Hidalgo County Sheriff's Office and the Police Department should try to unravel how this real estate deal is being facilitated.

It might appear to be operating legitimately on the surface but with millions of untraceable tax dollars being handed out---problems could start surfacing later---maybe as part of a long-orchestrated plot w/ foreign governments.

Could also be an attempt to throw tax dollars at a plummeting real estate market.

Problems might include:

TALKING POINTS---THE FOREIGN AID MODUS OPERANDI ---Former Guatemala Prez used US banks to launder millions (swindler was elected to "redistribute" the nation's wealth) An ex-president of Guatemala faced charges in NY that he used US banks to launder millions looted from his impoverished nation. Alfonso Portillo took office in 2000 pledging to redistribute Guatemala’s wealth.

Portillo, 61, allegedly ran scams to drain the impoverished country's coffers. The feds say Portillo embezzled about $2.5M provided by the Taiwanese embassy....$1.5 million was earmarked for “Libraries for Peace”....books for school kids.

Portillo personally endorsed three, $500,000 checks issued against an account at the Intl Bank of China in Manhattan, then deposited the cash in the Miami bank account of a Guatemalan bank controlled by “a close associate and political supporter” .....the money was funneled to bank accounts in Paris in the names of Portillo’s ex-wife and daughter.

Portillo swindled nearly $4M defense funds ...and plundered the national bank run by his alleged co-conspirator through overdrafts financed by public reserves -- stolen money paid for expensive watches and cars, for himself and his associates, according to the indictment. Time to mobilize the Bank Secrecy Act----to follow the paper trail of tax dollars, foreign aid and US govt agency foreign disbursements, and determine how govt monies changes hands.

Taxpayers demand to know the scope and dimension of government insiders ability to collude in sub rosa deals and who might be personally profiting from the realty deal.

<><> L/E needs to examine Central American bank accounts.

<><> Joint bank accounts might be used to facilitate the transfer govt funds from one account to another, and/or wo=ire-transferred offshore;

<><> To cover their tracks, fake govt invoices might be created to show that govt money deposited into accounts was being used for legitimate govt purposes.

<><> Financial schemes scheme might be advanced by issuing phony statements of payments from financial sources that actually covered the transfer of govt funds for insiders' personal use and/or for redistribution schemes.

Shady banking transactions could be prosecuted under the (1) Bank Secrecy ACT, (2) RICO, and, (3) the Hobbs Act.

L/E should also explore (a) monies paid to brokers, sub- brokers, (b) family members, (c) mortgage brokers, (d) financial managers, and, (e) real estate agents, brokers, and developers.

<><> L/E should scrutinize bank accounts for suspicious activites: (A) large deposits, (B) funds transferred from one account into another, (C) frequent requests for withdrawals.

<><> Bank records might also show diversions to secret LLC accounts, to money launder and to operate personal ventures---or to finance campaign activities (and/or other redistribution schemes favored by the WH).

Tax fraud may also be a factor; facilitated by withdrawals, gift cards purchases, credit card purchases and intra-bank transfers from DHS accounts into personal accounts, campaign accounts, or into redistribution schemes.

<><> A huge tipoff is whether bank withdrawals support and luxurious lifestyle including payments for real estate, investment and stock holdings, jewelry, luxury vehicles, lengthy resort stays....... and gifts from luxury outlets for wives and mistresses (earmarked and campaign activities, or other redistribution schemes).

OF INTEREST TO LAW ENFORCEMENT The FBI should interrogate individuals for evidence of multiple schemes to falsify official documents to further insider schemes. The FBI should investigate any and all tax-exempt official documents submitted by foreign aid recipients.

Crimes might include---conspiracy, collusion, falsifying offical documents (a felony), money laundering, tax evasion, extorting taxpayers, theft of govt monies, misuse of public office and government positions.

Examine all tax returns with a fine-tooth comb.....especially entries for "interest income."

COMMON FRAUD PRACTICES:

Are the principles using credit cards? Reversing credit card write-offs is a common scam, initially writing off credit debt then cooking the books by reversing the write-off for annual reports. The debt could also be carried on the books as a fraudulent unbilled disbursement "receivable."

Backdating checks to hide the date on which checks were received---in order to minimize the risk that auditors would discover fraudulent accounting practices.

Reclassifying expenses on financial statements to seemingly reduce expenses. This change in treatment is usually not disclosed to auditors or on official financial statements.

Is there a “Master Plan”?

That might describe certain fraudulent accounting adjustments pursued as part of a sub rosa scheme; engaging in fraudulent conduct to mislead WRT tax revenue, expenses, or payments; perhaps structuring transactions as "loan repayments" to falsify revenue.

You don’t have to have permission to use the name, “Baptist.” (i.e. Westboro Baptist) I’m guessing that the Baptist Child and Family Services organization isn’t affiliated with the So. Baptist Church. I’m guessing their leadership doesn’t want you looking to closely at who is in charge and what their political affiliations are either.

Could this be the reason Perry is silent about this? Maybe they’re all (Govs) on the take for this groups *services*.... paid for with OUR tax $$. Pray they’re not...but their deafening silence is curious.

I am a Baptist (Southern Baptist Convention) and have been for nearly 50 years. This “Baptist Child and Family Services” appears to be unaffiliated with the SBC. There is a Baptist Children’s Home and Family Services that IS affiliated with the SBC and is involved in several ministries - adoptions, crisis pregnancy care, and Christian family counseling - they are strongly pro-life. Several state SBC conventions have their own BCHFS - they are all evangelical as well.

This other group I’ve never heard of and when you go to their website it is very sketchy as to who they are, what they believe - in fact I did not see any mention of Christ or even Christian symbols of any kind.

My point exactly. The Southern Baptist Convention should be screaming about how wrong this is and how they’re not affiliated with them. Why don’t they? Probably because they’re taking grants, too. Someone’s gotta’ pay for those big buildings where they televise the sermon with closed captioning.

Sounds like they need a third religion like we need a third party. I was one of that 80%. I doubt they’ll miss me but they won’t get anymore of my money anymore than the republicans will.

Actually, I think the media needs to be looking at who runs this outfit and what connection they have with the Obama Administration. It’s apparent that Obama has been planning this flooding of immigrants on our southern border into Texas and Arizona. It’s probably all tied to making Texas a democrat state. NOtice they aren’t sending them to New Mexico.
