I think most of the Telenovelas portray this pretty accurately.
The graying guys flash cash to thug wanna be high school guys or to guys in a gang who then work identifying girls who are vulnerable. Sometimes the gangsta boys sweet talk the girls. or trick them into thinking they are interested in them in a romantic way.
Other times, they just catch them alone, and they are handed over to the Sex Traffickers. The "identifier/initial kidnapper" is making about 2,000 dollars for each "target" he hands over to the Trafficker.
The Trafficker then resells the Victim for up to $20,000 depending on the Victim's attributes. Unlike drugs, a human can be reused, thousands, and tens of thousands of times.

A 10% tax on remittances sent to Latin America would go a long way to paying for this mess.
As far as I am concerned these people coming over are all Mexicans because they come from and are aided by Mexico.
