We have a leash law in this county. Dogs must be on leash at all times outside their house or fenced yard. Yet several neighbors routinely let the dogs off leash, let them pee or crap on others' well-tended lawns, disturb the peace by shouting at the dogs to come back even at 5 or 6 AM, and if a neighbor asks or tells them not to trespass any more, they do it even more. They enjoy pissing others off. County authorities will only ticket if they actually see the trespassing, so in other words, they do nothing. So you are saying, an offended neighbor would have the right to shoot the dog or the dog owner?

It wouldn't matter even if true. Reeves was the only person to initiate deadly force. Getting into a conflict, even picking a conflict, doesn't authorize the other person to shoot you. You only get to use deadly force in response to a deadly threat.
