It gives Congress (who will likely delegate the power to the FEC) the power to regulate how campaign funds (and "in-kind equivalents") are raised, how much funding can be raised, and how it may be spent.
It will mean that Dem incumbents will NEVER be voted out of office.
My understanding is that this proposal is so bad, the ACLU is actively fighting against it.
