The number of Latin American people living in poverty in 2013 climbed to around 164 million (27.9 percent of the population), of which 68 million are in extreme poverty (11.5 percent of the region's inhabitants), according to projections that the Economic Commission for Latin America and the Caribbean (ECLAC) released today.

Simple We will no longer just give aid but rather we will implement the aid. We will build he roads, the schools, the water supply. This doesn’t happen now because we would be interfering with the internal politics of a sovereign nation. Well to hell with that. Help them so they no longer need to come here. Its way cheaper than if we permit their governments to skim a billion here and a billion there and have nothing accomplished. If they balk then tell them they can ask China for a handout.

All aid stops after we reach whatever goals we set. One problem we have as a nation is everything is open ended. Nothing seems to have an end point.
