Lerner was pissed at the senator for blocking Obama’s nomination.
She tasked her staff with finding something/anything on him. Since they were both being invited to be speakers at the same event, all it took was a little bit of insider info to know that the Senator’s wife was going to get some money too.
So, she simply had the invitation intercepted, as ‘part of the investigation’.
So, yes, she was reading other people’s mail. Under ‘guise of authority’.
BUT, admitting so would lead to admitting that she used the power of the IRS to go after a political opponent.
So... it was all just a big mistake, which somehow worked in her favor. Yeah, that’s the ticket.
