Yes, Congress cannot be compelled to fund anything if it chooses not to.

Surely, no FReeper “thinks” that the very same Treasury that receives billions in income tax payments every single day, and that sells billions of IOUs every single day, will say:

“Gee, we can’t spend ANY of this money unless the House of Representatives PERMITS us to”.
