There’s an administrative branch of government?

Yes. It is the part of the government below the Executive branch. They are the career civil service workers, also affectionately known as bureaucrats. The Executive branch is the President, and the cabinet down to the level where congressional confirmation is needed for the appointment. Below that is the Administrative branch, which begins where the positions are filled by being promoted from below.
