Offer immunity to ONE of these criminals, in exchange for implicating all of the rest. Let them compete with each other to see who gets it, then toss the rest in federal prison for thirty years.
A prosecutor doesn’t just offer it and then assume the witness will tell the truth. Everything is verified before there is testimony.
If the witness lies, while on the stand, they lose immunity and get charged with perjury.
