the way I see it is no one will be going to jail. No one will be found guilty.. And all that will happen will be someone will get fired but they will get their pension.

Guess that is the fee for becoming Commissioner. His only plan .. lie, distort, plead innocence .. and while being questioned .. his eyes were darting back and forth at the committee .. as though he was looking for somebody to bail him out of that questioning.
