I think it likely that the Camp letter triggered the email destruction. It alerted Lerner to the possibility that there might be an investigation into the use of the IRS to oppress political opponents of Obama.
Lerner probably rushed to destroy the evidence before any actual governmental investigation commenced, in order to avoid later being charged with obstruction of justice by destroying evidence.
She probably thought that if she destroyed the emails before an investigation started, she was safe.
However, she was probably not aware that Sarbanes-Oxley expanded the crime of obstruction of justice, and now you can prosecute someone for destroying evidence even before an official investigatory proceeding is underway.
The law was meant to give the government more ways to go after businesses, being able to claim that discarding or shredding documents is a crime even before any possible investigation of wrongdoing has started.
The problem for Lois Lerner is that the law is not limited to businesspeople, but technically would cover her destruction of email.
Perhaps the courts will help her out by ‘rewriting’ the law to exclude government employees, or at least Democrat government employees.

We need to put the Lts behind bars. Some of them will give up the capos and maybe someone will give up the Don. Otherwise let them rot in prison and watch stories about their hero playing golf.
