Yes, the intentional destruction of evidence is a major deal, and someone should spend some prison time for it.

Sandy Berger got probation for what you or I would be buried under the jail for.

I looked it up - %50k fine, community service, probation.

And it was obvious, as it is in this case, that the full consequences for his behavior was far less damaging than the information that he destroyed.
