"Many Seattle workers are about to see their income go way up, after the City Council unanimously passed a $15 minimum wage earlier this month."

This is an overstatement. The $15 wage is being phased in for up to seven years, and the amount of the increase varies according to the size of the business and whether the business offers benefits and the employee receives tips. Next year, the wage will rise only to $10 or $11, depending upon those other factors. The $15 figure won't arrive for 4 or 5 years. No one is "about to see their income go way up," unless "about to" means in five years.
