If they were self-righteous or unrepentent, they got The Law. If they were repentent and humble, they got Grace.

To my mind the only further clarification would be that the Law is itself Grace - but with repentance and humility, Mercy and Forgiveness is added to the Law. In effect, it becomes a higher Law.
So the Master was actually teaching that what we do determines the level of the Law we receive. Show mercy, receive mercy. Exult in mercilessness...
