The Russians also had a way to deal with kidnappings.

If these Yeshiva students were murdered, Israel must declare the area of their (G-d forbid) murder territory NOW officially ANNEXED by the State of Israel and begin building new settlements there. This is what the PLO hates, therefore for each Jew murdered, they must lose land permanently for that horrible deed.
