Although the states have amended the Constitution to grant Congress the specific power to regulate interstate trade (the Constitution's Clause 3 of Section 8 of Article I), the states have never amended the Constitution to grant the feds the specific power to legislatively make intrastate agriculture policy or intrastate dietary policy.
State inspection laws, health laws, and laws for regulating the internal commerce of a State, and those which respect turnpike roads, ferries, &c. are not within the power granted to Congress [emphases added]. Gibbons v. Ogden, 1824.

Here's the same excerpt which emphases that powers not constitutionally delegated to the federal government are prohibited to the federal government.

And since Justice John Marshall had officially clarified that Congress cannot lay taxes in the name of state power issues, both agriculture and diet being state power issues, Congress had no constitutional authority to appropiate tax dollars for this project imo.
Congress is not empowered to tax for those purposes which are within the exclusive province of the States. Justice John Marshall, Gibbons v. Ogden, 1824.
So if citizens want the federal government to do a diet study then citizens need to work with their state lawmakers to amend the Constitution to grant the feds the specific power to tax and spend for such purposes.
This is NOT the government's "job".

Here’s a start: stop subsidizing grains. The worst, cheapest foods are grain-based, and grain derivatives are used as flavorings and additives in tons of packaged foods. It is killing us. Also, stop telling us canola oil is healthy. It’s not. It’s an industrial lubricant.
USDA control freaks are nuts. Forcing people to eat healthier is sick. Effing little bullies.
Can we assume the USDA already has their own SWAT Teams and now they're bored and want to throw their weight around?

I DESPISE the “nudge” strategy, which was developed by Cass Sunstein, a REAL totalitarian!!!! “Nudge” is just as totalitarian as the “iron fist”, except it’s more hidden!!!!
Besides that there is NO “settled science” as to what constitutes “healthy food”!!!! Even where there is, it will vary individual to individual. And the alleged “science” changes all the time. Is ultra-low salt really good for everyone? What about those low-fat/high carb diets that were recommended in the 1990s, that RAISED the rates of obesity and diabetes? Is red meat REALLY bad for everyone? The list goes on and on!
And when are we going to get our economy/employment system out of the doldrums, so that few people are on food stamps? Of course, the New World Order WANTS to deindustrialize America, and to put the world more and more under atheist/”gay” and/or muslim rule.
The fewer people on food stamps, the less the government will be able to dictate our food choices! PHOOEY!!!!

USDA should use the White House kitchen and Senate/House government subsidized cafeterias as the test bed for their study. Mandatory eating of the crap, filling out extensive and exhaustive questionnaires about the crap, and instant firing of personnel exhibiting “wrecker” attitudes, and authorization for the use of re-education camps and USDA SWAT teams as necessary.
We LET it go mad.
When do we just tell them “NO”. I mean you and me and everyone else...when do we just say no.
When they demand your social scurity number for a Dr.s visit. When they insist you fill out their forms.
All kinds of little things we CAN do to throw them off; to tell them WE are the people in charge.
I am guilty og going along to get along...of taking the easy way just to get the task at hand accomplished.

Why spend more money? Obama has been changing Americas food choices for five years by making, beef, pork, chicken, corn and many other foods too damn expensive to buy.
And herein lies the problem. In 5 years this will be full of government union parasites sucking even more of our tax dollars. These "programs" never end but continue to grow. Before long they will all have their own SWAT teams to protect us of course.
And I don’t for one moment think that they actually have our best interests in mind when implementing this de facto ban on meat.
They’re elitists who want their lifestyles to be even more “elite” than the masses, and a good diet is one of those lifestyle aspects.

The day that we Americans told the British government to shut up and sit down?!?!?!
Time for us few remaining patriots to tell the government to shut up and sit down!
Have 2 double cheeseburgers, a quart of potato salad, deep fried chicken out of a bucket, and whatever sugar heavy dessert you can find-and lots of it!
Don't forget the traditional drink of 4th of July picnics-beer!
