When Bill Gates wanted to do this, NASA complained:

“at this orbit, with that concentration of equipment one failed screw would loosen from one satellite. That screw would hit another satellite like a bullet, causing a chain reaction that would encase the entire planet in a debris field. That would greatly diminish, or even end, all future space exploration for mankind”

But I see that’s no longer a concern.

They might still be concerned, but NASA’s lack of launch vehicles means their opinion no longer matters.
