In another sense, it was not even a victory at all because the concept of victory is winning a struggle against an adversary or adversity.

It is hard to declare a victory when your “adversary” (ie the Obama Administration) is on your side and is all too eager and happy to accommodate you and provide the necessary aid in your struggle.
