Actually, it’s Richard Nixon, writing in 1961 about President John F. Kennedy.

JFK was an absolute disaster in foreign policy, worse than Obama and Carter, while they are all similar in incompetence, at least Obama and Carter didn't get us into the Vietnam War.

The point of JFK’s failure was not so much getting us into Vietnam as setting the police action policy there thus making the war unwinable. We could have after all just left at any time.
We could also have changed the policy to aggressively Go after and destroy North Vietnam before the Soviets and Chinese became too heavily invested there. Vietnam was as much LBJ’s naive foolishness as it was JFK’s.

Both of which seem to think of communist leaders as somehow caring about their people and solders more than their own objectives.
