When will LEOs approach a vehicle on the passenger side?This is totally unecessary because New York has a "Captain Obvious" law that requires drivers to move over to the next lane if they can do so safely when passing a cop who is out of his vehicle. The State Troopers have even set up sting operations to entrap violators.

They do that around here if there's heavy traffic or the driver doesn't pull well off the road. They also park the car at a slight angle to offer a bit of protection.
On the other hand I also wonder whatever happened to slowing down or pulling over for emergency vehicles.
