What use do embassies have for things like this, if not for equipping terrorists and suicide bombers.
Liquid explosives - exactly the reason we can't bring a bottle of hand lotion on planes.

How does this even get out to the public?

As incompetent as this administration is, I doubt they can ship rubber bands and paper clips securely and keep track of them.

The State Department bureau tasked with secretly sending to embassies plastic and liquid explosives operates under the guidance of Under Secretary of State for Management Patrick F. Kennedy, whom a congressional panel last year separately found to be largely responsible for security lapses in Benghazi, WND has learned.

I never knew Patrick was responsible for security lapses in Benghazi.

Not to denigrate or stigmatize the mentally ill, I fully supported Patrick's calling out the need to support the mentally ill when he was a Congressman,

But Patrick himself suffers from Bipolar Disorder, a particularly dangerous disease of the brain that fits the descriptor 'lapse' to a tee.

Bipolar Disorder is a brain disease that exhibits mood swings that are so severe, far beyond our normal mood swings or even out abnormal mood swings, that clinical treatment is required. When it is said that a person has bipolar disorder, we mean they need to be hospitalized at some point, diagnosed and medicated.

Let's be clear, a diagnosis of bipolar disorder is not made for example for a person that is alcoholic, loses their temper and throws lamps across the room or plates smashing against the walls. These are indeed violent swings in temperament.

BPD means the brain itself is deteriorating to the point that madness and loss of mind occurs at periodic episodes that are unpredictable and life threatening to the BPD person and to people around them. It is very similar and in fact related to epileptic seizures.

A person with BPD can be very very charming for days and days. Then when least expected the person develops dark menacing cold eyes as if they have become a dangerous vicious evil animal incapable of human feeling. Many mass murders are the result of BPD episodes.

With treatment BPD persons can be productive and shield themselves and others from the disease episodes. Michael Douglas' beautiful wife Catherine Zeta-Jones is a well-known sufferer of BPD. She is aware when an episode is coming and she locks herself in a special room to protect herself and her children until the episode is past. Again it is very similar to epileptic seizures. For anyone that has had a family member or child with epilepsy, you know what this is like and you can sympathize and support Patrick Kennedy's efforts to help the mentally ill.

But here we have Patrick managing the DPM. This is very wrong, so wrong. This should never be. I am still shaking my head as to understand how this could ever be allowed no matter who the person is or his/her family name.

Patrick belongs with his foundation to help suffers of brain disease and should never be allowed to have an official capacity that is responsible for security and protection of people in the diplomatic community or any community. Whoever allowed him to assume this capacity without an overseer needs to be outed, seriously and questioned fully as to the decision process. Would we allow our strategic nuclear force personnel to serve knowing they had a clinical diagnosis of BPD? Would we allow any sufferer of brain disease to be in any capacity inside our State Department, our intelligence agencies or our military? Obviously not, unless there was extremely poor oversight and judgement.

This subject requires a serious investigation.

These people are not accountable, hence the incompetence. The country is rudderless because the GOP is too stupid and gutless to make the point.

PC and making nice with Zero is going to kill us. I seem to remember in the Army of examples like these.
