Washington Post is wrong, but then why expect them to know anything about what they report on. A voter can vote at 17 in a primary as long as they will be 18 by the date of the general election.

The incumbent that was defeated in a low-turnout Republican primary was a good conservative Republican, Delegate Larry Kump, whose views can be seen at
LarryKump.com
The teenager happens to be the daughter of another incumbent politician, hence automatic name recognition.

There is no story here except the novelty factor.
