You misunderstand the process. The info is just recorded and stored. Terabytes of info.

Then, if you ever have a "Joe the Plumber" moment where you embarrass some senior official, or become too active in the TEA Party, THEN all that info gets retrieved, to see if there's anything there that can be used to make your life miserable.
