Much as they have enticed people to install solar, then slapped big taxes and fees on them to "connect" their private generating capacity to the electrical network AND made it illegal to break the connection from the electrical network to run independently. The damn Aussies essentially nationalized the privately purchased solar panels on homes and businesses in Australia.

1. Declare problem to raise revenue.
2. Create policy to encourage / discourage behavior in order to raise revenue via fees or fines.
3. Fees and fines alter behavior and soon bad behavior stops and revenue slows.
4. Slowing of revenue is reclassified as a problem.
