I had a Mexican girlfriend in Texas back in the 1980s. Her father had brought a business to the US, custom artisan carpentry for architectural purposes. It was a family business. They played by the rules, paid their taxes were doing the whole labyrinth for residency and naturalization.

Then came IRCA. Illegals got set ahead of them to citizenship.

They felt betrayed and belittled. They had been.
