The only problem is that Nevada became a state in 1864, which means the Arizona official is wrong on at least some of the facts. The Federal government took over even earlier before Nevada became a state. Bundys came after the Feds and after Nevada's statehood.

Water Rights in the West are transferable by purchase and through deed.

Bundy better be busy tracing his deed to source.
