The answer to this problem is absolutely easy - the commissioner says these widows are just living on social security and little else - that means they qualify for Medicaid and would pay nothing for that insurance. It also means they would have NO actual healthcare as most doctors aren’t taking Medicaid patients. See, fixed it - free insurance and no healthcare which saves Obamacare money.
