Enough states have to agree to a convention and to the exact types of amendments to be debated. Not enough states, the COS does not happen.
Once at the COS, enough states must agree to the amendment(s) types that were agreed upon at the start of the process. Much deliberation and debate must be done in this process. Like 1791, it will be messy, testy and fussy. Not enough states in agreement to a certain amendment, the amendment proposal fails.
If certain amendment(s) are okayed by the COS (enough states says yes), enough state legislatures must then ratify. Not enough states legislatures ratify, the amendment does not pass.
