That doesn’t change anything. I have been in that exact situation many times and every time I assume the stopped traffic is stopped for a reason.

But that is just me.

When the middle lane (to his left) wasn’t moving, Ted should have known something was up. It could have been an old woman in a walker or a duck walking its ducklings. BAD driving by Ted.

Would you pull into the path of the #3 lane which had the green light if you could not see possible on-coming traffic?

Yep, some folks could easily know more than you about the current situation on the ground. When driving, it's best to assume people know what they are doing until your are fully assured that they are, in fact, idiots.
