You are correct when you way they don;t want "that land." However, "that land" is critical to the equation because of the offset. If the cattle remain, the whole deal is off.

The deal is not predicated on the removal of the cattle:

This is bureaucratese for Environmentalists have threatened to sue us (BLM) if we don't get the cattle off. The BLM is perfectly happy to leave the cattle on and collect both grazing fees and mitigation fees for the same acreage, it's a two-fer!

But the enviro's are also big Obama and Reid donors and they've wanted ranchers off of western lands since the 70's. They saw the elections of first Clinton and then Obama as opportunities to push their agenda and Reid is just their tired old whore
