As of the moment of this reply to you, the NOTAM on airspace restriction over the ranch remains in effect until 11 May 2014. The BLM’s forces on the ground may be pulling out, but they still have an airspace restriction over the area.

That only applies to aircraft, but not to a drone with a recon day-night camera that can scan the ranch boundaries for BLM intruder teams.
