A good editor doesn't add words, he removes them. So instead of adding words to the 2nd Amendment to make it clearer, we need to trim a few out. It should read as follows:
The right of The People to keep and bear arms shall not be infringed.
See? It's short, simple, and to the point. Even ex-Justice Stevens should be able to understand it.
